Ability to have multiple advanced layout grids / grids

I want to be able to make this pattern:

In this example, the columns are actually used as the gutters and there is another set of columns in the middle of the gutters for alignment.

As far as I can tell, I can only make this layout if I can specify multiple grids. I also find multiple grids helpful when aligning content.
