Image outline that respects opacity

As it stands, adding an outline to an image with opacity doesn't respect that opacity, the outline is created at the edges of the image instead. The shadow, meanwhile, does respect the opacity.

Having an option to make the outline respect that would be a genuinely nice addition. Something like the Stroke filter from Photoshop.
