Ability to change "Fixed Position on Scroll" for multiple selected Layers, at once

Presently, the "Fixed Position on Scroll" checkbox only appears when a single Layer is selected. If changes are need for multiple Layers, they must be done individually.

The desired behaviour is to select multiple Layers and set/unset this checkbox for all of them, at once.
