Disable guide selection when not visible

When an artboard has guides set up but guides display is currently off (so they're invisible), and guides are unlocked - it's still possible to click and drag guides.
This seems incredibly strange. I don't think there's a use case where this would be desirable.
While I can't see guides, I don't know for sure what I'm selecting and moving. And selecting invisible guides happens by accident without trying to do it, while making normal edits to the objects in the artboard.
Strongly suggest locking guides while invisible.

Locking guides is preventing any position changes of guides.
Use View - Guides - Guides, the rulers context menu, or Ctrl+; for guides visibility changing.
It's embarrassing.
Have the guides automatically lock when you turn them off.
